I see you brought this question up before here as well as here
It would be most useful to know which Version of Fast Dial you are using, and which Version of Firefox.
Also useful to know is whether you discovered this problem either with a Firefox update or a change in Fast Dial
This would help if the problem needs to be reproduced.
There used to be a function in Fast Dial that created a sort of second page that was accessible through scrolling.
Cells could not be moved from the second page to the first.
I am not clear if your problem is caused by this phenomenon or something else.
What your saying however suggests the opposite, that is if you have more than 10 horizontal lines that cells can no longer be dragged and dropped, which is a different question.
It might be worth trying to increase your lines to something like 20 and seeing if the problem is resolved.
Or maybe you might have a rogue cell further down the page that you had not noticed.
Either way thanks for reporting, as this may be a bug
PS
The use of Folders is sometimes useful to avoid crowding on the Fast Dial page.
But I am sure you aware of that

fast dial 3.6 (failure appeared in version 3.5.1 as well)
I tried the following:
quantity: 20x20 --> I tried to move bookmarks from the top to the bottom and it "worked" (the bookmark appears in the wrong cell), BUT if I move the bookmark at the bottom to another empty field the bookmark appears in a different (previous) empty folder...pretty weird

I moved bookmark "2" to the empty cell 2 at the bottom and it appeared in cell 0, then I tried to move the bookmark from cell 0 to the empty cell 3 and it appears in cell 4.
I created a new profile in firefox and but it stays the same.

I use FD for work -- monitoring servers and admining various systems -- and without it my productivity would drop like a brick. Good work on maintenance and whatnot.
Is there a section on this forum or a site somewhere we can visit directly for the latest and greatest?

Well you have different tab settings
Check your settings first in Fast Dial Preferences/General
And also your Firefox Tab settings
