Question about Fast Dial and Facebook's new policy on auto-refreshing

I don't know if anyone has an answer, but recently Facebook has sent a cease and desist order to any user that uses auto-refreshers on the site. However, I'm curious if Facebook can detect when someone is using Fast Dial to load or reload a page at certain intervals. To me it seems as if the interface is akin to opening the page like you're going to view the page. Many users on Facebook use Fast Dial for many applications, so I was wondering if Fast Dial users would be safe or if Facebook would be able to figure it out.

However I would have thought Fast Dial re-opens the facebook page as opposed to auto-refreshing.
My impression is that auto-refreshing at short intervals puts a much greater strain on the server.
As you may know some unpopular servers can be targetted with multiple user auto-refresh until it brings the site down.
Maybe Facebook itself is being targetted in such a manner and is trying to defend itself
