2.11: Opening files from My Computer

Hi,
If Firefox is closed and I open an .html file from My Computer (or whatever), Firefox runs but just displays a Fast Dial page, instead of the file I want! It works fine when Fast Dial is disabled.
This is FF3.1, should I file a bug report?

I tried to reproduce.
I saved this web page.
Closed Firefox
Opened the saved page and Firefox opened but showed the saved page not Fast Dial.
Please advise

I played around a bit this end and found that, if in the tab setting in Firefox, the tab setting is set to "hide the tab bar when I only have one tab", Fast Dial is displayed instead of the HTML.
Changing the setting to "never" seems to stop that happening.
Please let me know if this works for you.
