The only way I know to get round this is to change your settings in Preferences/General so that the number of cells in a vertical direction is greater than the sum of all the vertical cells of the pages that you use.

If you do that, you will then be able to move your cells with drag and drop.

When you have finished moving cells, then reduce the number of cells in the vertical plane in Preferences, to what it was before.
Your cells should have moved.

There is otherwise no way to move cells from one page to another currently in Fast Dial
